To ask the Secretary of State for the Environment what support Her Majesty's Government are giving to proposals for an international code for transport of hazardous waste.

The Government played an active part in the negotiations which led to the drafting of the global convention on the control of transboundary movements of hazardous wastes which was adopted at a conference in Basel, Switzerland in March 1989 convened by the United Nations Environment Programme. The Commission of the European Community has prepared a draft regulation on shipments of waste within, into and out of the Community which will inter alia allow EC member states to ratify the convention. Negotiations on the regulation have begun in the Environment Council and the Government have asked that they are completed as soon as possible.
