To ask the Secretary of State for the Environment what was the ratio, in 1989–90, between public support for local authority housing and for housing provided by housing associations; and what was the position five years ago.

The ratio between local authority and Housing Corporation capital expenditure on housing was 3.5:1 in 1985–86 and 4.2:1 in 1989–90 when measured in gross terms; or 2.3:1 and 1.6:1 respectively when measured in net terms. The gross figures reflect the surge in expenditure financed from receipts by authorities in 1989–90. In both years some of the local authority expenditure would have been on housing association schemes. Housing associations and local authorities also receive revenue subsidies.
