To ask the Secretary of State for Wales (1) if his proposals outlined in his consultation paper on the use of vacant local authority land are intended to dispose of public assets at below market values;

(2) what compensation procedures will be followed by vending authorities when a potential purchaser will not pay full market value for unused local authority land under his proposals in the consultation paper on the use of vacant local authority land;

(3) what level of human resources is to be committed to the operation of the machinery and regulations necessary to fulfil the aims of his consultation paper on the use of vacant local authority land, in particular in respect of clawback for any future enhancement of values;

(4) if he will publish the criteria he intends to use to identify unused and under-used public sector land in his proposals in the consultation paper on use of local authority vacant land for the purpose of bringing it back into use;

(5) if it is his intention to privatise local authority unused land.

In the light of the responses received to our consultation paper my right hon. Friend will be considering with my right hon. Friend the Secretary of State for the Environment what measures might be appropriate to encourage the bringing into use of vacant public sector land.
