To ask the Secretary of State for Scotland what consideration has been given by his Department in the last year to possible changes in the structure of government in Scotland.

As my right hon. Friend considers that the creation of a separate Scottish legislative body would be harmful to Scotland's interests, no such consideration has been given. Questions about the functions and structure of local government will be looked at in the course of the review of the community charge. Any constructive suggestions received in the context of that review will be welcome.
