To ask the Secretary of State for Scotland what he is doing to assist local councils to finance services for the elderly.

My right hon. Friend provides resources through the aggregate external finance settlement. This is not hypothecated to services to particular client groups: it is for individual regional, islands and district councils to allocate their resources in accordance with local needs and priorities.
