§ Mr. BaldryThe assessment of the environmental impact of any new recycling or waste transfer and disposal facility is a matter for the local planning and waste regulation authorities, which, in the case mentioned by my hon. Friend, are the London borough of Ealing and the London Waste Regulation Authority. It would be wrong to comment on the merits of any application which could come before my right hon. Friend the Secretary of State for the Environment on appeal.
