§ Mr. Douglas HoggThe Rome European Council in December discussed a Commission report including a review of implementation of single market measures. The report confirmed Britain's excellent record. The European Council underlined the importance of timely implementation and enforcement of measures and noted that action by the Commission and member states has reduced delays.
