To ask the Secretary of State for Wales if he will outline the method of calculation which has led to the specific figures for transitional relief for communities in Wales listed with his statement and press release of 17 January.

To ask the Secretary of State for Wales if he will list for each district council in Wales the estimates for expenditure on community charge benefits, rent allowance and internal drainage board levies which have been aggregated in table 1.5 column (1), page 11 of "The Welsh Revenue Support Grant Distribution Report (No. 2)".

The Welsh revenue support grant formulae do not form a basis for calculating notional allocations of standard spending assessments for individual expenditure categories.

To ask the Secretary of State for Wales if he will set out the numerical calculations involved in establishing the entitlement of Mid Glamorgan county council and Ogwr borough council to revenue support grant, with particular reference to the formula S—N—(P x C) and the means by which the value of S, N, P and C are calculated.

The components of the formula for the calculation of an authority's entitlement to revenue support grant are as followsS = the standard spending assessment for the authority. The method for its calculation is described in appendix 1 of the Welsh Revenue Support Grant Distribution Report (No. 2). N = the authority's share of the distributable amount from the non-domestic rating account, calculated in accordance with paragraph 12 of schedule 8 to the Local Government Finance Act 1988. P = the population of the authority, calculated according to appendix 2 of the aforementioned distribution report. C = the authority's community charge for standard spending (CCSS), calculated as described in paragraph 8 of the distribution report.
