Mr. Kirkwood

To ask the Secretary of State for Social Security whether he has any plans to repeal the benefit regulation guaranteeing single payments to people in need because of serious risk to their health and with no other source of help.

Mr. Scott

A social security appeal tribunal has awarded a single payment under the terms of the (former) Supplementary Benefit (Urgent Cases) Regulations 1980. The adjudication officer has applied for leave to appeal to the social security commissioner against the decision. Any further action will depend on the outcome of the application for leave to appeal and, if appropriate, the appeal itself.
