§ Mr. YeoThe information requested is as follows. Since 1981–82 authorities have been able to augment the borrowing power of their HIP allocations by using the prescribed proportion of their capital receipts. For 1990–91 and 1991–92, under the new capital finance system, the HIP allocation does not convey borrowing approval directly.
