§ Mr. ChopeI received a letter from my hon. Friend, dated 5 March 1991, in which he raised a question on behalf of his disabled constituent about the effect that abolition of vehicle excise duty (VED) would have on disabled people who are currently exempt from paying this duty. I replied to that letter of 15 April 1991. I am sending my hon. Friend a copy of my earlier reply.
