§ Mr. Jack[holding answer 16 December 1991]: The rates used in the assessment of the income-related benefits are to cover normal day to day living expenses, including heating.
In addition householders in receipt of income support, family credit, housing benefit or community charge benefit may be eligible for a grant towards the cost of loft, tank and pipe insulation and draughtproofing under the home energy efficiency scheme. The Government also have a number of programmes designed to help local authorities improve the condition of their housing stock, including the heating and insulation.
In the event of exceptionally cold weather, social fund cold weather payments are available to people who receive income support and either have a child under five or receive a pensioner or disability premium. Improvements in this scheme were set out by my right hon. Friend the Minister of State on 18 November at columns 4–5.
