§ Mr. Nicholas BennettMy officials have today issued revised guidance to the NHS in Wales. Most patients and staff do not smoke and they are therefore entitled to a smoke-free environment. There should be a progressive move to no smoking by staff and patients, except in limited segregated smoking areas, to take effect by the end of 1993.
