2 The PSB consists of the GSB less expenditure on certain excepted items: capital expenditure; expenditure supported by central government grants; and expenditure on school meals, home to school transport and transitional exceptions such as grounds maintenance. From 1993 LEAs are required to delegate a minimum of 85 per cent. of PSB to schools.
