§ Sir George YoungSection 70A of the Town and Country Planning Act 1990, inserted by section 17 of the Planning and Compensation Act 1991, gives local planning authorities the power to turn away planning applications if within the previous two years the Secretary of State has refused a substantially similar proposal on appeal or following call-in, and there has been no significant change in any material consideration.
