§ Mr. Garel-JonesThe treaty on European union agreed at Maastricht includes a package of measures to extend the European Parliament's non-legislative powers, particularly to enable it to monitor the Commission more effectively. We also accepted a new procedure giving the EP a right to block legislation in a number of specified areas. A declaration attached to the treaty calls for closer contacts between the European Parliament and national Parliaments.
