§ Sir George YoungThe arrangements have recently been reviewed in the light of developments since the present "Crichel Down" rules were adopted in December 1981. Our conclusion is that the broad principles should be maintained, but certain limited changes in their application would now be appropriate. I have today issued a consultation paper setting out our detailed proposals for change.
