§ Mr. Michael ForsythThe Scottish Office Education Department has continuously monitored the implementation of the school boards legislation and the operation of school boards since their establishment in 1989. My right hon. Friend proposes to issue shortly a consultation paper about the role of boards in school management and about their functions and responsibilities generally.
