§ Mr. Lennox-BoydWe support the concept of citizenship of the union. The draft treaty on European union under discussion at Maastricht lists existing rights which are subject to existing conditions and limitations, and establishes certain new rights. If these provisions are agreed, the Commission may make proposals to strengthen or add to these rights. Any such proposals would require the unanimous agreement of the Council and subsequent national ratification.
