HC Deb 10 December 1991 vol 200 cc389-90W
Sir Teddy Taylor

To ask the Secretary of State for Foreign and Commonwealth Affairs, what consideration Her Majesty's Government has given to the establishing of European Union citizenship of the nationals of European Community member states, and for the determination of the rights and obligations of European citizens of the Council of Ministers on propositions by the European Commission as set out in the draft treaty of union dated 8 November 1991 Ref: 1845/91; and if he will make a statement.

Mr. Lennox-Boyd

We support the concept of citizenship of the union. The draft treaty on European union under discussion at Maastricht lists existing rights which are subject to existing conditions and limitations, and establishes certain new rights. If these provisions are agreed, the Commission may make proposals to strengthen or add to these rights. Any such proposals would require the unanimous agreement of the Council and subsequent national ratification.
