To ask the Secretary of State for Foreign and Commonwealth Affairs whether he will publish his proposals to include in the European union treaty the principle of subsidiarity.

At the start of the political union negotiations we proposed that the principle of subsidiarity should be written into the treaty. That suggestion has been taken up and article 3B of the draft treaty, available in the Library of the House, now contains a justiciable text of this principle.
