§ Mr. Alan HowarthIn 1988–89, on the same basis as used in figure C on page 4 of "Higher Education: Meeting the Challenge", it is estimated that 26 per cent. of the appropriate age group in the United Kingdom, and 31 per cent. of the age group in Scotland, achieved first degrees or other undergraduate higher education qualifications.
