asked Her Majesty's Government:

Why there has been no increase in the 1991 Autumn Statement in the allocation of money to the local authority budget, and no corresponding decrease in the social security budget, to take into account the transfer of responsibility from the Department of Social Security through the Department of Health to the Department of the Environment to provide for the implementation of the community care aspects of the National Health Service and Community Care Act 1990, in 1993.

Discussions are taking place with the local authority associations to consider some of the more detailed issues which will influence the scheduled transfer of Department of Social Security resources to local government from April 1993. Decisions will be made in the 1992 Public Expenditure Survey.
