§ Mr. Nicholas BennettTargets are proposed annually by county joint planning teams and agreed annually by the Welsh Office. Provisional targets for 1991–92 indicate that there should be 1,194 places for adults living in ordinary housing outside the family home by 31 March 1992, compared to 166 places in the year before the all-Wales mental handicap strategy was launched.
