To ask the Secretary of State for the Environment what was the average collection level of the poll tax at 30 September 1990, at 31 March 1991 and at 30 September 1991 for(a) shire districts, (b) metropolitan authorities, (c) outer-London boroughs, (d) inner-London boroughs, (i) excluding and (ii) including the provision in local authority budgets for non-collection; and what poll tax income was (1) collected and (2) uncollected at 30 September 1990, 31 March 1991 and 30 September 1991.
