Mr. Flynn

To ask the Secretary of State for Foreign and Commonwealth Affairs what information he has regarding the number, type and range of complaints and petitions made by United Kingdom citizens to the European Commission since 1979 on the implementation, or failure of implementation, of EC directives and regulations on environmental matters by Her Majesty's Government; and what procedures exist for the communication by the Commission to EC member state Governments of the details of such complaints or petitions.

No procedure exists for communicating this information routinely to member states. To the extent, however, that the Commission takes up a complaint under the infractions procedure in article 169 of the treaty of Rome, details of it—though not its source —will be communicated to the member state concerned.
