To ask the Secretary of State for the Home Department whether he has any plans to modify the criteria governing eligibility for the concessionary television licence; and if he will make a statement.

The concessionary TV licence scheme was thoroughly reviewed prior to the introduction of new regulations in 1988 which defined more closely the type of accommodation which could qualify. The "communal facility" requirement was dropped from consolidating regulations issued earlier this year since the term was not precise and the scheme could be properly controlled by relying on the other conditions, which remain in force. We have no plans to make any further changes to the scheme.
