Mr. John P. SmithTo ask the Secretary of State for Health what plans he has to issue new guidance to local authorities concerning the charges they may levy for personal social services.
§ Mrs. Virginia BottomleyFrom April 1993, local authorities will draw on the income support financial assessment rules when calculating how much to charge people needing residential care. Officials of the Department of Health and the Department of Social Security are discussing the details, including the guidance needed, with the local authority associations.
It is also our intention to produce guidance about the discretionary powers available to local authorities to make charges for domiciliary and day care services.
