To ask the Secretary of State for the Environment whether he intends centrally to collect information on registration of waste carriers when this measure becomes compulsory for local authorities; what information he currently has on how many local authorities have begun the process of registration; and if he will make a statement.

[holding answer 29 November 1991]: Waste regulation authorities are responsible for the administration of waste carrier registration. Following discussion between the local authority associations, agreement has been reached on the establishment of a co-ordinated local authority database of waste carriers (CLADWAC). The database is held by the London Waste Regulation Authority and all participating authorities have access to it. In our view, the co-ordinated database will be help to ensure the efficient and effective operation of waste carrier registration and DOE circular 11/91 (paragraphs 8 and 9) commends authorities' participation in it.

With effect from 14 October 1991, all waste regulation authorities were placed under a duty to establish and maintain a register of waste carriers, and to accept and process applications for registration. Implementation of the Control of Pollution (Amendment) Act 1989 will be completed on 1 April 1992 when the offence provisions of sections 1 and 5 are brought into force.
