Mr. Robin Cook

To ask the Secretary of State for Health (1) what is the originating debt and its division between public dividend capital and interest-bearing debt for each of the second wave national health service trusts;

(2) what is the originating debt and its division between public dividend capital and interest-bearing debt for each of the first wave national health service trusts.

Interest charges for first wave NHS trusts have been calculated on the basis of estimated asset value. Detailed opening valuations will be published after they have been finalised. Opening valuations of second wave NHS trusts will not be available until after the next financial year.

To ask the Secretary of State for Health to what extent trusts within the national health service are required to comply with guidelines issued in department circulars.

[holding answer 27 November 1991]It is normally the responsibility of purchasing health authorities to ensure that all NHS providers observe departmental policy guidance. My right hon. Friend the Secretary of State also has powers to direct NHS bodies, including NHS trusts, to implement particular guidance.
