Members for Bosworth (Mr. Tredinnick) and for Fulham (Mr. Carrington) on 11 November,Official Report, column 359, if he will detail what part of the expenditure spent by the public sector on energy efficiency is allocated to direct investments in public sector-owned or operated buildings, transport and other activities; and what proportion is allocated to promoting energy efficiency to those outside the public sector.
§ Mr. Heathcoat-AmoryDetailed splits in the form requested of the expenditure on the various programmes which made up the total public sector spend on energy efficiency are not available. However, the bulk of the expenditure does relate to direct investment of over £900 million by the Department of the Environment to improve the energy efficiency of local authority housing.
§ Mr. Robin CookTo ask the Secretary of State for Energy if he will state the total sum available for grants under the home energy efficiency scheme for 1991–92 and in 1992–93, and total spending in 1989–90 and 1990–91 under the same scheme and its predecessors.
§ Mr. Heathcoat-AmoryThe home energy efficiency scheme came into operation on 1 January 1991. In the period 1 January to 31 March 1991 approximately £1.3 million was paid out in grants under the scheme. In the current financial year £24 million is available for grant. My Department's budget for the promotion of energy efficiency in low-income households for 1992–93 is some £40 million. The bulk of this will go in support of HEES, but is is not yet possible to give a precise figure for the amount which will be available for grants.
Prior to the introduction of HEES, expenditure on grants for draughtproofing materials under the energy grant scheme operated under the employment training programme, was £10.08 million in 1989–90 and £9.31 million in 1990–91.

§ Mr. WallaceTo ask the Secretary of State for Energy if he will indicate the allocation of funding to each network installer for the first year of the home energy efficiency scheme, and the proportion of each allocation paid out by 1 October 1991.
§ Mr. Heathcoat-AmoryAllocations to individual network installers are made by the Energy Action Grants Agency on a quarterly basis, as provided for under section 15(2) of the regulations (S1 1990 No. 1791). It is not the Department's policy to make public information on individual network installers or other contractors working under the home energy efficiency scheme, but in aggregate the total amount allocated to network installers in respect of the three quarters to end December 1991 was £14 million, of which £6.3 million had been paid by 1 October.
