What advice is being given to schools for the completion of teacher assessments for 1991 national curriculum assessment arrangements where, because of teacher shortages, it was not possible to make an assessment of every pupil on each of the 32 attainment targets by 31st March 1991.

Head teachers in maintained schools are under a duty to secure the implementation of the national curriculum assessment arrangements, including the recording, by 31st March, of teacher assessments. It is for head teachers to determine how that duty is fulfilled, given the circumstances of their schools.
