§ Mr. Archie HamiltonThe general officer commanding the district in which the unit is located is the budget holder for all funds other than those administered by TAVRAs. Powers of dismissal are held under delegated authority by commanding officers not below the rank of colonel in respect of stores grades with less than five years service, and clerical staff during their probation period. Outside these categories, dismissal may be approved at major general or equivalent level only on the advice of personnel management staff at grade 7 level or above. District headquarters exercise the appropriate powers to replace clerical staff in territorial units with contracted-out services.
