§ The Prime Minister[holding reply 29 April 1991]: On 8 April I proposed the establishment of a United Nations register of arms sales to enable the international community to monitor and control any excessive build-up of arms by a particular country. The proposal was endorsed by our European partners. We are now pursuing it in discussions with the other permanent members of the Security Council and the United Nations secretariat.
