§ Mr. David HuntThe overall effect of the local government finance settlement for 1991–92, taken together with the community charge reduction schemes that I have introduced this year, is that the average community charge payable in Wales will be around £92 before taking account of community charge benefit. This means that community charge payers are expected to contribute 8 per cent. towards budgeted spending with 21 per cent. being financed from non-domestic rates and the rest coming from a range of central Government grants.
