To ask the Secretary of State for Education and Science what calculations were involved in arriving at the estimate given by the Minister for Sport at a press conference at the Queen Elizabeth conference centre on 23 April that the total amount of money that would go to the proposed Foundation for Sport and the Arts would be £75 million.

I gave illustrative figures. Under the proposals announced by my right hon. Friend the Chancellor, the reduction in pool betting levy from 40 per cent. to 37.5 per cent. would on present estimates channel about £20 million a year into the foundation. A further £40 million or so would be given by the pools promoters. If turnover increased the yield could be greater.

To ask the Secretary of State for Education and Science on how many occasions he has intervened to prevent a local education authority from delegating functions to a further education college.

To ask the Secretary of State for Education and Science which ad hoc budgets not subject to formula funding may be delegated to a further education college for administration, with the approval of the education authority.

If the local education authority wishes, all funds for administration services can be delegated to a college. In most approved schemes local education authorities were permitted to earmark funds for certain services and to require colleges to use those sums to buy the services from their local education authority. Local authorities were required, however, to ensure that over a three-year period colleges were given increased discretion, particularly over services provided to support colleges.
