Mr. Dobson

To ask the Secretary of State for Trade and Industry if he will give for each year from 1979–80, including 1991–92, the number of staff actually employed on 1 April and the full complement of staff, including vacant posts, by grade, in the statistical divisions in his Department; and if he will differentiate between staff in statistical posts and staff in administrative posts.

The tables show the available information. The Department's statistical services have been subject to a number of organisational and machinery of government changes which need to be taken into account when comparing the data for different years. In particular, a major part of the Department's statistical work and associated staff (including the business statistics office) were transferred to the Central Statistical Office on 31 July 1989.

Table A shows the information for the business statistics office for each year from 1 April 1980 to 1 April 1989. Tables B and C show the information for the Department's two central statistical divisions from 1 April 1981 to 1 April 1989. On 1 April 1980, the central statistical divisions were part of the Department's economics and statistics divisions, and table D shows the staff in post for these as at 1 April 1980. Following the transfer of statistical work to the Central Statistical Office, the remaining statistical work was distributed among a number of divisions within the Department in 1989–90. A further departmental reorganisation combined the statistical work of the Department to form part of the economics, market intelligence and statistics division in 1990–91. The information from 1 April 1990 is shown in table E. Detailed allocations have not yet been finalised for April 1992.

The following points should also be noted in reading the tables:

  1. 1. The staff in post figures count part-time staff as half and exclude casual staff.
  2. 2. The allocation of posts to grade is not available for April 1980.
  3. 3. With the introduction of unified grading, the chief statistical and statistician grades were absorbed into grades 5 and 7 respectively.
  4. 4 Following the creation of the economics, market intelligence and statistics division in 1990–91, some administrative staff work for both economists and statisticians. The figures for 1 April 1991 only include that proportion of time spent supporting statisticians.
