To ask the Secretary of State for Transport if he will make a statement about EC plans for heavy goods vehicle speed limiter legislation.

The European Commission has proposed a technical standard for speed limiters, based on a standard agreed in the United Nations Economic Commission for Europe. Under the Commission proposal, member states could not refuse to register a vehicle on the grounds that it was fitted with a speed limiter conforming to the standard, but there has been no Commission proposal for mandatory fitment.

To ask the Secretary of State for Transport if he has any plans to fit speed limiters to heavy goods vehicles on a retrospective basis; and if he will make a statement.

We have consulted about a proposal to require speed limiters to be fitted to new heavy goods vehicles of more than 7.5 tonnes gross vehicle weight. We also invited views about fitting speed limiters to vehicles already on the road. These views are being considered and an announcement will be made shortly.
