§ Mr. BaldrySuch assessments are primarily for the water companies to make in conjunction with the National Rivers Authority, but I understand that in areas affected by shortages, including Chelmsford, companies expect to maintain supplies with selective restrictions on less essential uses until rainfall brings a substantial recovery in resources.
