§ Mr. Garel-JonesWe should like to see a clear definition of subsidiarity in the treaty, as a general provision covering all areas of Community activity. The definition would clarify the division of responsibilities between member states and the Community. It should make clear that action should be taken at the Community level only when the objective in question cannot be satisfactorily achieved at member state level.
