To ask the Secretary of State for Social Security what estimate he makes, on the best available evidence, of the numbers of persons, and the percentage of the total population, who were living on incomes less than 60 per cent. of the national average in 1960, 1965, 1970, 1975, 1980, 1985 and 1990, or in those years nearest to these dates where the relevant information is available.
