To ask the Secretary of State for the Environment what was the level of actual expenditure by Leeds development corporation on publicity and promotion in 1988–89, 1989–90, 1990–91, and the proposed level of expenditure in 1991–92; and if he will list the main elements of expenditure under the heading of publicity and promotion.

Leeds development corporation's expenditure on publicity and promotion was £223,000 in 1988–89, £324,000 in 1989–90 and £480,000 in 1990–91. For 1991–92 the proposed level of expenditure is £500,000. The main elements of expenditure under the publicity and promotion heading are marketing of the urban development area and Leeds in general; the marketing of specific sites; publications; exhibitions; and community liaison.
