§ Mr. HurdI expressed concern to Kuwaiti Ministers, even before the liberation of Kuwait, that the rule of law should be re-established as quickly as possible after the Government's return. My right hon. Friends the Prime Minister and the Secretary of State for Defence both raised the treatment of Palestinians during their visits to Kuwait soon after liberation. Our ambassador has reinforced this message. I expect to visit Kuwait myself very soon.
