To ask the Minister of Agriculture, Fisheries and Food if he will make it his policy to seek an increase in the CAP budget ceiling to allow for the impact on the common agricultural policy of the costs related to eastern Germany.

Mr. Curry

The amended 1991 budget for the common agricultural policy already includes 1,315 mecu—£920 million—to cover increased market support costs arising from German unification and all member states agreed last October that this amount could be accommodated within the guideline. Other factors are now leading to higher than predicted levels of CAP expenditure, but it remains Government policy to seek an agreement on the Commission's 1991 agricultural price proposals that is fully compatible with the guideline.
