Mr. Burns

To ask the Secretary of State for Transport what measures his Department is taking to tidy up litter along the Al2 Chelmsford bypass and other roads in the parliamentary constituency of Chelmsford which come under his Department's responsibilities; and if he will make a statement.

Mr. Chope

As from 1 April 1991, the responsibility for clearance of litter from trunk roads was passed to the district and borough councils under the terms of the Environmental Protection Act 1990.

To ask the Secretary of State for Transport if he will make a statement on progress on the widening of the Al 2 Chelmsford bypass; and if he will make a statement.

We hope to let a design commission this summer and announce our preferred option in 1993.

Mr. Burns

To ask the Secretary of State for Transport if he will make a statement on the progress on the building of the proposed M12 from the M25 to Chelmsford.

Mr. Chope

Design consultants were appointed at the end of 1990. The target for announcement of a preferred route is 1993.
