§ Mr. LeighHer Majesty's Government are already participating in the United Nations Environment Programme/International Energy Office's cleaner production programme. In September 1990, the Government hosted a United Nations Environment Programme seminar at Canterbury on the subject of "Cleaner Production". The seminar was opened by my noble Friend the Parliamentary Under-Secretary of State for the Environment; officials both from my Department and the Department of the Environment also participated.
