To ask the Chancellor of the Exchequer what information he has on European Commission proposals for minimum rates and target rates of petrol duty.

The European Commission proposed minimum rates for mineral oils, including leaded and unleaded petrol, in December 1989. An explanatory memorandum on this proposal was submitted on 19 February 1990 (document 9777/89 COM (89) 526 final).

On 19 February 1991 the Commission issued a further duty rates proposal (document 4822/91 COM (91) 43 final) which, for leaded and unleaded petrol, complemented the 1989 proposals by setting target rates. An explanatory memorandum on the proposal was submitted on 17 April 1991.
