§ The Prime MinisterSaddam Hussein bears personal responsibility under international law for his crimes and is responsible for those of his subordinates acting under his orders. In the case of both war crimes and genocide Saddam Hussein can, in law, be brought to trial before a national court or international tribunal. We and our EC partners have asked the United Nations Secretary-General to investigate how this might be achieved.
