§ Mr. GummerThe chief executive of the Veterinary Medicines Directorate (VMD) and I have agreed the following targets for 1991–92
full cost recovery for the three business activities of licensing, policy work and residues monitoring;100 per cent. of new licence applications to be issued within 120 clock days;an overall efficiency gain of 2 per cent.These are more demanding targets than those set in 1990–91 and they reflect the good progress being made by the VMD as a "Next Steps" agency.
