To ask the Secretary of State for the Home Department if he will list those offences, other than relating to non-payment of the poll tax, for which there is no remission in cases of imprisonment.

In addition to those imprisoned for non-payment of the community charge, inmates in custody in the following circumstances are not eligible for remission.

  1. (i) non-payment of: rates; a maintenance order; any civil debt; sums due under legal aid contribution orders; sums due on forfeiture of a recognisance; costs ordered to be paid by a magistrates' court; debts under the Debtors' Act 1869;
  2. (ii) non-compliance with court orders other than financial penalties;
  3. (iii) most civil offences.

Full details of the terms of imprisonment that do not attract remission are set out in prison standing order 12, a copy of which is in the Library. A revised version of the standing order, to be published in a few months' time, will include reference to the community charge.
