To ask the Secretary of State for 'Foreign and Commonwealth Affairs, further to his answer of 22 March,Official Report, column 259, whom he classifies as representative Palestinians; and what information he has on calls for elections in the occupied territories by Palestinians living there.

It is not for us to say who should form a Palestinian delegation, but if a negotiation with Israel is to achieve results it is essential for this delegation to be able to speak on behalf of the majority of Palestinians. There is a continuing debate in the occupied territories on the desirability of elections there and the form these might take: no consensus has yet emerged.
